Lightweight things work best. Last year my sister had just gotten a new computer with a CD-ROM for her home business, so I found a 24 Pc. Cd Holder Zipper Case marked-down . I bought 4 and spent about $1 to ship them to her - one each for her, her husband, and their 2 kids. They loved it! Try to ship in bulk if you can - consolidate things in one box if they’re going to the same area, as it’s cheaper to ship one 40-lb box than it is to ship 4 10-lb ones (don’t ask me why!). Card sets like Old Maid and Crazy Eights decks are cheap, light, and fun. Handmade jewelry goes over well if it’s tasteful. Christmas ornaments are always reliable, I’ve found.
As we’re on a tight budget this year for Christmas, we picked up a box of small heart-shaped frames (about $1 each from a craft store) and will be putting pictures of us with our cat in them, then decorating them as tree ornaments. I had a coupon for 10 reprints for $1 from the photo developing place, so all 20-odd gifts will cost about $3 each.
